Three names, different rules
FMP, TRICARE and CHAMPVA are separate programs. The right starting point is the program you personally qualify for—not the name of a service or a clinic.
FMP
VA’s Foreign Medical Program generally covers eligible care abroad related to a VA-rated, service-connected disability. It is not general insurance for all care. Check your benefits information and the official VA guidance for your situation.
TRICARE
TRICARE has provider and plan requirements. Use its official directories and discuss overseas arrangements, referrals and payment with your program before booking.
CHAMPVA
CHAMPVA serves eligible spouses, dependents and survivors. It is separate from TRICARE. Ask about assignment, your costs and who files the claim; a provider’s billing arrangements matter.
Four questions before your visit
Confirm the details with your program and care team:
- Am I eligible for this care under my program?
- Does the provider meet the program’s requirements?
- What might I pay, and when?
- Who submits the claim, and how do I get an itemized bill?
